Continue ShoppingThe TSA 3-1-1 rule requires all liquids, gels, and aerosols in your carry-on to be in containers of 3.4 ounces (100ml) or less, all fitting inside one quart-sized clear bag. Your cosmetic bag itself has no size restriction — only the liquids inside it do. The Lay-n-Go COSMO is fully TSA-compliant and designed specifically to make this process faster and less stressful.
The core rule hasn't changed: the 3-1-1 rule remains the nationwide standard at US airport checkpoints in 2026.
Here's what it means in plain English:
Your cosmetic bag itself — the actual bag — has no TSA restriction. You can bring any size cosmetic bag you want in your carry-on. The restriction is on the liquid and gel products inside it.
More things than most people expect. TSA classifies anything that can be poured, sprayed, squeezed, or smeared as a liquid. For makeup and skincare that includes:
What does NOT count as a liquid:
Partially. TSA is expanding CT scanner technology at major airports, and in CT-equipped lanes you may be able to leave your liquids bag inside your carry-on during screening. However, the 3.4-ounce container limit remains in effect regardless of scanner type. The CT technology changes the screening process, not the liquid size limit.
The safest approach: always pack liquids in your quart-sized bag and be ready to remove it.
The COSMO doesn't replace your quart-sized liquids bag — you still need that per TSA rules. What it does is make the rest of your cosmetic kit dramatically easier to use and pack.
Here's why travelers love it for airport routines specifically:
Everything is visible at once. The COSMO lays completely flat, so you can see your entire kit in one glance. You know exactly what you're pulling out for the security bin and exactly what goes back in.
Nothing gets left on the counter. Hotel bathroom counters. Airport family restroom counters. The COSMO lays flat, you use what you need, you pull the drawstring and everything comes with you. Nothing gets accidentally left behind.
It's machine washable. Foundation spills happen. Cold water, gentle cycle, hang dry.
It comes in three sizes — all under $40 and all carry-on friendly:
Here's the system most Lay-n-Go travelers use:
It's faster than the alternative because the COSMO keeps your non-liquid items organized and accessible. No repacking at the gate.
Does my cosmetic bag have to be clear for TSA? No. Only your quart-sized liquids bag needs to be clear. Your cosmetic bag can be any color or material.
Can I bring a full-size perfume in my carry-on? Only if it's 3.4 ounces or less. Full-size bottles must go in checked luggage.
Is the Lay-n-Go COSMO TSA-compliant? Yes. The COSMO itself has no TSA restriction. It's a fabric bag, not a liquid. Your liquids inside it still need to follow the 3-1-1 rule.
What size COSMO should I get for travel? The COSMO 20 is the most popular travel size — it fits a full daily makeup kit without being bulky. If you travel with a palette, go with the COSMO 22.
Can I use the COSMO as my quart-sized liquids bag? No — TSA requires a clear quart-sized zip bag for liquids. The COSMO is your main cosmetic organizer; keep a separate small clear zip bag for your liquid products.
